| MESSAGE FROM PROFESSOR WISWA WARNAPALA HON. MINISTER OF HIGHER EDUCATION |
Education, in any given country, plays a key role in social and economic development. Sri Lanka has had a comparatively stable system of education in which all three sectors, primary, secondary and tertiary made considerable progress as a result of the introduction of the Free Education Scheme in 1945. This means that we have a well developed human resource base which could be effectively utilized for further development of the country.
Education and knowledge have become the key for development in the 21st century and the prosperity of the next generation depends to a great extent on education. Higher education can be considered as the key to economic prosperity in a country as human capital has been recognized as the key element in the process of development. Higher education institutions, therefore, need to be transformed in such a way so as to ensure that they become great partners in development. It is on this basis that the Ministry of Higher Education proposes to formulate a new development-oriented Higher Education Policy.
