கல்வி அமைச்சின் உயர் கல்வி துறையானது பல்வேறு துறைகளிலும், குறிப்பாக உயர் கல்வி முறைமையினை ஒழுங்கமைத்தல், வழிகாட்டல் ஆகிய துறைகளில் முக்கிய பங்கொன்றை ஆற்றவேண்டியுள்ளது. கல்வி அமைச்சு இருவழி தகவல் பரிமாற்றத்துக்கான சர்வதேச பல்கலைக்கழகங்களுடன் பங்குடமைகளை விருத்தி செய்து, இலங்கையருக்கான வெளிநாட்டு கற்கைகளுக்கான புலமைப் பரிசில்களுக்கான வாய்ப்புகளையும் அதிகரிக்கின்றது.
